What is a 21st Century Community Learning Center (21st CCLC)?

21st Century Community Learning Centers (21st CCLC) are authorized under Title IV, Part B, of the Elementary and Secondary Education Act, as amended by the No Child Left Behind Act of 2001. Funded by the U.S. Department of Education, this program provides academic enrichment opportunities during non-school hours for children, particularly those attending high- poverty and low-performing schools.

The key goals of a 21st CCLC program are to:

  • Provide a safe, structured environment during after-school, weekend, or summer hours.
  • Offer academic support and tutoring to help students succeed in school.
  • Provide personal enrichment activities that promote personal growth, social skills, and well-being.
  • Engage families and the community in the educational process through opportunities for adult learning and family participation.
